Buyer’s Stamp Duty (BSD) is the stamp duty payable on documents executed for the transfer or sale and purchase of property in Singapore, computed on the purchase price or the market value of the property, whichever is higher.
Key takeaways
- BSD is computed on the purchase price stated in the document to be stamped or the market value of the property, whichever is higher.
- From 15 February 2023 the top marginal rate is 6% for residential property and 5% for non-residential property.
- The lower bands are identical for both property types: 1% on the first SGD 180,000, 2% on the next SGD 180,000 and 3% on the next SGD 640,000.
- BSD is rounded down to the nearest dollar, subject to a minimum duty of SGD 1.
- BSD has to be paid within 14 days of the signed contract or agreement, or within 30 days if the document was executed overseas.

How BSD is calculated
The rates are marginal, so each band applies only to the slice of value that falls within it. Duty is charged on the higher of the price stated in the document and the market value of the property. Where a cash discount is stated in the document and paid to the purchaser on execution, it may be deducted from the price, provided the net price still reflects market value; non-cash benefits such as furniture vouchers or rental guarantees are not deductible. The first instrument relating to a sale and purchase carries the full duty, and later documents for the same transaction are not charged again.
How the rate history has moved
Before 20 February 2018 the top BSD rate was 3% for all property. From 20 February 2018 the rates were split between residential and non-residential property, with a top rate of 4% on residential acquisitions. From 15 February 2023 two further bands were added, taking the top marginal rate to 6% for residential property and 5% for non-residential property. The rate that applies is the one in force at the date the document is executed.
