The HDB and CPF grant changes that shape how much support a first-timer receives — the enhanced EHG of up to SGD 120,000, the resale CPF Housing Grant, the Proximity Housing Grant, and the Step-Up Grant.
Enhanced CPF Housing Grant raised to a maximum of SGD 120,000
Announced at the National Day Rally on 19 August 2024 and effective from the October 2024 BTO exercise, the EHG ceiling was raised for first-timer families to a maximum of SGD 120,000 (up from SGD 80,000) and for singles to SGD 60,000 (up from SGD 40,000). The income ceiling of SGD 9,000 for families is unchanged.
What changed
Families now receive up to SGD 120,000 and singles up to SGD 60,000, stepping down with income across the same bands. The grant applies to both new and resale flats.
Effect on buyers
Lower-income first-timers receive substantially more support toward the flat, credited to the CPF Ordinary Account and used to reduce the cash and CPF needed.
Proximity Housing Grant of SGD 30,000 for living with family
First-timer and second-timer families buying a resale flat to live with their parents or child receive a SGD 30,000 Proximity Housing Grant, or SGD 20,000 for living within 4 km. Singles receive SGD 15,000 and SGD 10,000 respectively. There is no income ceiling for this grant.

No income ceiling
Unlike the EHG and CPF Housing Grant, the Proximity Housing Grant has no income limit — it rewards buying near family regardless of household income.
New BTO flats qualify for the EHG only; resale adds two more grants
A new BTO flat qualifies for the Enhanced CPF Housing Grant only. Buying a resale flat instead adds the CPF Housing Grant and the Proximity Housing Grant on top of the EHG, which is why the maximum grant support is higher for resale.
New BTO
EHG only, up to SGD 120,000 for families and SGD 60,000 for singles. The Step-Up Grant may apply for eligible second-timer families.
Resale
EHG plus the CPF Housing Grant (up to SGD 80,000) and the Proximity Housing Grant (up to SGD 30,000) — up to SGD 230,000 for a first-timer family.
Step-Up CPF Housing Grant of SGD 15,000 for second-timer families
The Step-Up CPF Housing Grant of SGD 15,000 helps eligible second-timer families move from a subsidised 2-room flat to a 3-room flat. It applies to both new and resale flats and has an income ceiling of SGD 7,000.
Who qualifies
Second-timer families upgrading from a 2-room to a 3-room flat, subject to an income ceiling of SGD 7,000. It is separate from the first-timer grants.

The amount is based on your average gross monthly household income and steps down as income rises, up to the income ceiling. It replaced the earlier Additional and Special CPF Housing Grants.
HDB — Enhanced CPF Housing GrantFirst-timer families can receive up to SGD 120,000 and singles up to SGD 60,000. The maximum applies at the lowest income band and steps down as household income rises — for example, SGD 50,000 at an average income of SGD 5,501–6,000, down to SGD 5,000 at SGD 8,501–9,000 for families. Above the income ceiling, no EHG applies.
HDB — Enhanced CPF Housing GrantA new BTO flat qualifies for the EHG only (up to SGD 120,000 for families). A resale flat qualifies for the EHG plus the CPF Housing Grant and the Proximity Housing Grant. This is why the total grant support can be higher for a resale flat than for a new BTO flat.
HDB — Flat & Grant EligibilityThe CPF Housing Grant is an additional grant for first-timers buying a resale flat, on top of the EHG. For families, it is SGD 80,000 for a 2- to 4-room flat and SGD 50,000 for a 5-room or larger flat where both applicants are Singapore Citizens; SGD 70,000 / SGD 40,000 for an SC and Permanent Resident couple. The resale income ceiling is SGD 14,000.
HDB — CPF Housing GrantsThe Proximity Housing Grant (PHG) supports buying a resale flat to live near or with your parents or child. Families receive SGD 30,000 for living together or SGD 20,000 for living within 4 km; singles receive SGD 15,000 and SGD 10,000 respectively. There is no income ceiling for the PHG, and it applies to resale flats only.
HDB — Proximity Housing GrantThe EHG income ceiling is an average gross monthly household income of SGD 9,000 for families. For singles, the assessed income ceiling is SGD 4,500. Income is averaged over the 12 months before the flat application. Households above the ceiling do not qualify for the EHG, though resale buyers may still receive the CPF Housing Grant (ceiling SGD 14,000) and the Proximity Housing Grant.
HDB — Enhanced CPF Housing GrantA first-timer is someone who has never received a housing subsidy — that is, has not previously bought a subsidised flat from HDB, received a CPF housing grant, or taken part in certain other housing schemes. First-timer status is what qualifies you for the full grant amounts. Households where one person has taken a subsidy before are usually assessed as second-timers.
HDB — Flat & Grant EligibilityYes. Singaporean singles aged 35 and above can receive the EHG (Singles) of up to SGD 60,000, and when buying a resale flat, the CPF Housing Grant (Singles) of SGD 40,000 (2–4 room) or SGD 25,000 (5-room), plus the Proximity Housing Grant of up to SGD 15,000. Singles grant amounts are generally half the family amounts.
HDB — Grants for SinglesNo. CPF housing grants are credited to your CPF Ordinary Account, not paid as cash. They can be used for the downpayment and to reduce the housing loan, but not for the minimum cash portion required for a bank loan. If the flat is later sold, the grant amount plus accrued interest is refunded to your CPF account.
CPF — Guide to EHG & Proximity GrantA first-timer family buying a resale flat could receive up to SGD 230,000 — the EHG (up to SGD 120,000), the CPF Housing Grant (up to SGD 80,000), and the Proximity Housing Grant (up to SGD 30,000).
