Who qualifies
An individual or a married couple qualifies by owning and residing in the residential property. Where a married couple owns two homes, the concession can be applied to only one of them, regardless of whether the homes are held jointly or separately and even if both are occupied. Where two residential properties are jointly owned with a party other than a spouse, each property can be assessed for the concession separately.
When the rates do not apply
Owner-occupier rates are withdrawn where the property has been wholly rented out or sold, where it is vacant, where it is owned by a company, trust, association or body of persons, and where the owner recorded in IRAS’s Valuation List does not reside in it. They also do not apply to commercial or industrial buildings and land, which are taxed at 10% of AV. Where a qualifying owner passes away, IRAS continues the concession for up to two years from the date of death or the date of transfer, whichever is earlier.

Worked example
For a home with an Annual Value of SGD 84,000, owner-occupier rates give SGD 0 on the first SGD 12,000, SGD 1,120 on the next SGD 28,000, SGD 600 on the next SGD 10,000, SGD 2,500 on the next SGD 25,000 and SGD 1,260 on the final SGD 9,000 — property tax of SGD 5,480 for 2026, before any rebate.
