Chargeable income is divided into bands, and each band is taxed at its own rate. Because only the income falling within a band is taxed at that band’s rate, a person’s average tax rate is lower than the rate on their top band.
Marginal and average tax rates
A person’s marginal rate is the rate on their highest band of chargeable income, while their average rate is the total tax divided by chargeable income. Because lower bands are taxed at lower rates, the average rate is below the marginal rate.
