The EHG is tiered by the average gross monthly household income of all applicants and occupiers, assessed over the months worked in the 12-month period ending 2 months before the HDB Flat Eligibility (HFE) letter application. A first-timer household earning not more than SGD 1,500 a month receives the full SGD 120,000, and the amount steps down through SGD 500 income bands to SGD 5,000 for a household earning between SGD 8,501 and SGD 9,000.
Who can receive the EHG
- First-timer applicants buying a new flat from HDB, or a resale flat on the open market
- For families, a Singapore Citizen applicant aged 21 and above with at least one other Singapore Citizen or Permanent Resident listed; for the EHG (Singles), a first-timer Singapore Citizen aged 35 and above, or 21 and above where buying a resale flat with a non-resident spouse
- Average gross monthly household income of not more than SGD 9,000 for families. For the EHG (Singles) the ceiling is SGD 4,500 where buying on their own, and SGD 9,000 where buying with other singles or a resale flat with parents
- At least 12 months of continuous employment, and still working at the time of the HFE letter application
- No ownership or interest in private residential property, and none disposed of in the 30 months before the HFE letter application
Remaining lease and pro-rating
The flat needs a remaining lease of more than 20 years. For the full EHG amount, the remaining lease also has to cover the youngest core member to the age of 95; where it does not, the grant is pro-rated.
How the grant is paid out
Where a household qualifies, first-timer Singapore Citizen and Permanent Resident members of the core family nucleus receive the EHG based on their eligible share, credited to their CPF Ordinary Accounts. The grant can offset the purchase price of the flat or reduce the housing loan required. Occupiers cannot use their CPF savings, including any grant received, for the flat purchase or loan repayments.

Worked example
A first-timer couple with an average gross monthly household income of SGD 3,000 falls in the SGD 2,501 to SGD 3,000 band, which carries an EHG of SGD 95,000. The grant is credited to their CPF Ordinary Accounts and applied to the flat purchase.
