A first-timer household of two Singapore Citizens receives SGD 80,000 for a 2- to 4-room flat and SGD 50,000 for 5-room or bigger; a first-timer citizen–Permanent Resident household receives SGD 10,000 less, and a first-timer and second-timer couple SGD 40,000 or SGD 25,000. For HFE letter applications from 24 August 2026, average gross monthly household income must not exceed SGD 16,000, and the grant is credited to CPF Ordinary Accounts.

Key takeaways

  • The Family Grant is the CPF Housing Grant for families buying an HDB resale flat. HDB makes it available to couples, families or orphaned siblings who are first-timer applicants, and to first-timer Singapore Citizen and Permanent Resident applicants or occupiers whose fiancé/fiancée, spouse or sibling has previously taken a housing subsidy. The applicant must be a Singapore Citizen aged at least 21 and include at least one other Singapore Citizen or Permanent Resident; at least one core member must be a first-timer, and first-timer core applicants or occupiers must not have taken any housing subsidy before.
  • For first-timer households buying a 2- to 4-room resale flat, the grant is SGD 80,000 for two Singapore Citizens and SGD 70,000 for a citizen with a Permanent Resident; for 5-room or bigger it is SGD 50,000 and SGD 40,000. A first-timer and second-timer couple receives SGD 40,000 or SGD 25,000. HDB’s 19 August 2024 release raised the Enhanced CPF Housing Grant but left the CPF Housing Grant for first-timer families at SGD 80,000 and SGD 50,000, last increased in February 2023.
  • Average gross monthly household income must not exceed SGD 16,000, or SGD 24,000 when buying with an extended or multi-generation family. HDB raised it from SGD 14,000 to SGD 16,000 for HFE letter applications from 24 August 2026; Annex A of its release sets the extended-family ceiling at 1.5 times the typical one, with each family nucleus’s income not exceeding SGD 16,000. HFE letter applications submitted before 24 August 2026 and still being processed are assessed under the previous ceiling, unless the household cancels and submits a new application. There is no income ceiling for buying a resale unclassified or Standard flat without the CPF Housing Grant.
  • The flat must be 2-room or bigger with a remaining lease of more than 20 years. No applicant or occupier in the HFE letter application may own or have an interest in local or overseas private residential property, or have disposed of one in the 30 months before the HFE letter application, counted from the legal completion date; as a household they may own or have an interest in up to 1 non-residential property at the HFE letter application when buying a resale unclassified or Standard flat with CPF housing grants. A buyer purchasing their child’s flat is not eligible for housing grants, and first-timers with non-resident family members may apply for the CPF Housing Grant for Resale Flats (Singles) instead.
  • The grant is credited to the CPF Ordinary Accounts of the first-timer Singapore Citizen and Permanent Resident members of the core family nucleus, by eligible share. Core applicants can use it to offset the price or reduce the housing loan; occupiers cannot use their CPF savings, including any grant, for the purchase or the loan. All core members must stay in the flat application and live in the flat during the minimum occupation period. When the flat is sold, CPF Board requires the CPF principal withdrawn for it, including the CPF Housing Grant, to be refunded to the CPF account with accrued interest; where a flat sold at market value does not fetch enough to cover the outstanding loan and the refund, only the selling price less the outstanding loan is refunded.

What is the Family Grant?

HDB sets the amount by who is buying and by flat size, for a resale flat 2-room or bigger with more than 20 years of lease left.

First-timers, SC/SCSGD 80,000Two Singapore Citizens: SGD 80,000 for a 2- to 4-room resale flat, SGD 50,000 for 5-room or bigger.
First-timers, SC/SPRSGD 70,000A Singapore Citizen with a Permanent Resident: SGD 70,000 and SGD 40,000. A Citizen Top-Up of SGD 10,000 may be applied for when the PR member becomes a citizen or the household has a Singapore Citizen child.
First + second-timerSGD 40,000A first-timer whose spouse or fiancé/fiancée has taken a housing subsidy before: SGD 40,000 for 2- to 4-room, SGD 25,000 for 5-room or bigger.

On a resale purchase a household must first qualify for the Family Grant before it may be eligible for the Enhanced CPF Housing Grant — up to SGD 120,000 for first-timer families, with its own SGD 9,000 income ceiling. The Proximity Housing Grant is SGD 30,000 to live with parents or a child, or SGD 20,000 to live within 4 km of them. HDB’s 19 August 2024 release puts the total for eligible first-timer families buying a resale flat at up to SGD 230,000.

HDB’s Family Grant amounts for a resale flat; the last row, the gap between the two first-timer rows, is Money Snap’s arithmetic. The side card is Money Snap’s illustration of how the Family Grant sits with two other HDB grants for first-timer families buying a resale flat, the Enhanced CPF Housing Grant and the Proximity Housing Grant.

Money Snap’s illustration, not an HDB example: a first-timer household of two Singapore Citizens buying a 4-room resale flat within 4 km of their parents, assumed to meet each grant’s other conditions. Its income is within the SGD 16,000 Family Grant ceiling but above the Enhanced CPF Housing Grant’s SGD 9,000, so no EHG applies. HDB’s 19 August 2024 release puts the most an eligible first-timer family buying a resale flat can receive at SGD 230,000.

What it means for you

Where the Family Grant shows up

Flat size and citizenshipHDB grant calculator
For first-timer households the amount is lower for a 5-room or bigger flat and for a citizen–PR household: SGD 80,000 or SGD 50,000 for two citizens, SGD 70,000 or SGD 40,000 with a PR. HDB lets a citizen–PR household apply for a Citizen Top-Up of SGD 10,000 when the PR member becomes a citizen or the household has a Singapore Citizen child.
Average gross monthly household income must not exceed SGD 16,000, or SGD 24,000 with an extended or multi-generation family, for HFE letter applications from 24 August 2026. HDB’s annex states there is no income ceiling for buying a resale unclassified or Standard flat without the CPF Housing Grant.
The grant is credited to the CPF Ordinary Accounts of the first-timer citizen and PR members of the core family nucleus, by eligible share. Core applicants can use it to offset the price or reduce the housing loan; occupiers cannot use their CPF savings, including any grant, for the purchase or the loan.
After the purchaseHDB resale levy calculator
Core members must stay in the flat application and live in the flat during the minimum occupation period: 5 years for an unclassified or Standard resale flat, 10 for resale Plus and Prime flats. HDB counts a resale flat bought with CPF housing grants as subsidised housing, so a buyer of that flat who is later listed as a core applicant or core occupier in an application to buy a second subsidised flat pays a resale levy.
CPF Board requires the CPF principal withdrawn for the property, including the grant, to be refunded to the CPF account with accrued interest; where a flat sold at market value does not cover the outstanding loan and the refund, only the selling price less the outstanding loan is refunded. A refunded grant generally goes back to the Ordinary Account; where more than SGD 30,000 in housing grants was received, part may go to the Special or Retirement Account and MediSave Account.
Common misconceptions

Five things people get wrong

A second-timer partner rules the Family Grant out.
HDB’s Family Grant covers first-timers whose fiancé/fiancée, spouse or sibling has taken a housing subsidy before: a first-timer and second-timer couple receives SGD 40,000 for a 2- to 4-room resale flat or SGD 25,000 for 5-room or bigger.
The income ceiling is SGD 14,000.
For HFE letter applications from 24 August 2026 it is SGD 16,000, or SGD 24,000 with an extended or multi-generation family. HFE letter applications submitted before that date and still being processed are assessed under the previous ceiling (SGD 14,000 for a typical family) unless the household cancels and submits a new application.
The Family Grant went up with the EHG in August 2024.
HDB’s 19 August 2024 release raised the Enhanced CPF Housing Grant but marked the CPF Housing Grant for first-timer families “No change” at SGD 80,000 and SGD 50,000, last increased in February 2023.
The Family Grant is pro-rated if the lease does not reach age 95.
HDB’s Family Grant page sets a remaining lease of more than 20 years. Pro-rating where the lease does not cover the youngest core member to age 95 is an Enhanced CPF Housing Grant rule, on HDB’s EHG page.
Selling the flat turns the grant into cash.
CPF Board requires the CPF principal withdrawn for the property, including the CPF Housing Grant, to be refunded with accrued interest to the owner’s CPF account. Where a property sold at market value does not cover the outstanding loan and the refund, only the selling price less the outstanding loan is refunded — the shortfall need not be topped up in cash.
